I have lost my iPhone 4s, and now purchased an iPhone 5s, but I'm only able to restore 85 contacts out of 425 through iCloud. Why is this?
Now I installed LINE and the people in my old contacts were added to my old account. And I receive the notifications in the same name I saved in my old phone.
Now how can I restore my old contacts?

Apple has a rather large KB article about troubleshooting iCloud contacts. Unfortunately some of it can't be done now since your original phone was lost.http://support.apple.com/en-us/ts3998However, if all the 425 contacts are shown on www.icloud.com when you log in then it really is only an issue with syncing of your new phone. If this number comes from the top of your head and only the 85 restored contacts are in iCloud I'm afraid there is nothing one can do in retrospect. (Always double-check your backups are actually working).LINE is a different thing, LINE has it's own online storage for your account details. So if you logged in e.g. using an email address then it will be able to restore all the things from LINEs own cloud storage and you will (be able to) continue using your previous name etc.I assume the same applies if you restored from a backup as all settings etc. of LINE should have been restored.

I am using iPhone 4S too. Whenever I restore /format iPhone, Contacts sync automatically once I gave iCloud account. Synchronization speed depends on internet speed but it won't take more than an hour. You can verify sync contact by opening www.iCloud.com.If you use multiple email like Gmail and Yahoo in iPhone and allow to sync contact then you should put all emails in new iPhone to sync all contacts.

You could don't restore your contact one you have lost your phone or Icloud, because it was blocked for security purposes.

Get help using iCloud Contactshttp://support.apple.com/en-us/ts3998http://www.imore.com/random-contacts-disappearing-or-not-syncing-icloud-heres-fix1.Launch the Phone app on your iPhone or iPad. 2.Tap on Groups at the top left. 3.Uncheck All iCloud and check All on My iPhone. 4.Tap Done at the top. 5.You should now see a list of all the contacts that aren't syncing or are missing from other devices.
