I was just looking to hire a professional expert freelancer since I’m an entrepreneur and having some difficulties with website and applications development. It’s very hard for me to understand the difficult programming & designing mythologies.

Best way is to go to their website and analyse how good you feel about their design . I am sure they will have many sites they will refer to have been created by them. Check out their website and see if you like the design and decide based on it..

check websites with freelance hiring like odesk. check their portfolios and call some of their past clients on their experience working with them.

There used to be be rent-a-coder later called vWorker, which I like a lot, but it was just bought by FreeLancer.Finally, to get started and not spend a lot in the beginnings, try fiverr.com. For instance here is the section on HTML and CSS: http://fiverr.com/categories/programming-tech/css-html-programmers.Work is divvied out at $5 a time on fiverr.com. There are a lot of foreign workers who will much more cheaply than Americans :-). if you have specific issues to resolve this might be good. Also the best workers, the ones have Level 1, 2 or Top Rated status, you can buy more than one $5 gig at a time.Most of the time on fiverr.com you should contact the service provider ahead of purchasing the gig to see if they will take on your work. I have had a pretty good experience there.

You can try freelancer.com or odesk.com... They are sites where you can find a lot of online workers, including web developers... Just post there what your project is and how much you are willing to pay... I guess you can also have them bid on how much they want for the job, which sometimes is lower than what you budgeted.
