In the link here:

https://www.makeuseof.com/tag/fix-windows-7-infinite-reboot-loop/

it describes how to break a reboot loop after an OS has been installed. But my question is, will the process be the same if an OS hasn't been installed? I try installing Windows 7 but it reboots (which is part of the installation process) but then gets caught in this infamous reboot loop. So can I break the loop with the process detailed in the link and if not how do I break it?
