Which site/portal provides easiest non-technical way to create a free website and to host it?

Although GItHub and GitHub Pages has a learning curve it can be a lot of fun once you learn the basics. Heres an example page I made with basic html and jQuery Mobile: http://zack263.github.io/ Looks even better on the phone then the desktop.

Hey, you can create website through cubecart and host this on godaddy or whatever hosting server you want.

Blogger and WordPress are good choices. WordPress has more features but Blogger is cheaper if you want to use your own domain.

there are plenty of websites offering such service. Weebly, Wix, Yola, IM Creator, etc. Just google 'free websites online' and you will get tons of results.If you want to code your website yourself and self host that, you can also use free hosting like 000webhost, 2freehosting, etc.

I like Weebly, but there are plenty of other website building sites out there which are probably just as easy to use.

There is no "poll" or "survey" form built into the Weebly, as far as I'm aware, but it will accept embedded code from other sites meaning that you can use Google Forms, Survey Monkey or other sites to design the input forms you require, and then embed them in your Weebly site.
