I have a RCA TV LED39B45RQ. Can I plug my PC into the USB port to watch videos?

The USB ports on TVs are used for reading storage devices, not reading pc connections. Even if you use a PC to PC USB connector, the PC would not be picked up as a storage device. If you do not have a VGA input on the TV, which as far as I know it doesn't, you would need to use a DVI to HDMI adapter if your PC has a DVI output connector, an HDMI cable if your PC has an HDMI output connector, or use an active VGA to HDMI adapter box (not just a cable adapter). Otherwise, you can use any device that accepts video streaming over Wi-Fi, including gaming systems, Roku, Android stick devices, Wi-Fi connected DVD or Blu-ray player, etc. If you want to mirror the desktop onto the TV wirelessly, you can use a wireless pc-to-tv adapter.
