Yes, but it's already built into most operating systems. Setup a power management profile and set the maximum CPU usage to 1%. Then when you want to do serious work switch it another power management profile which turns the CPU up to 100%

Both Lobotomo Fan Control and smcFanControl are good and valid applications. But basically you trade of noise for heat. It is only natural for a MacBook Pro during medium to heavy use to heat up to the point where you don't want to rest your wrists on it.Personally I suggest a hardware solution as in a notebook cooler and/or maybe an external keyboard when using it at an office space.

Cooling systems are hardware (physical).  Software is executable code (programs, non-physical)Software won't have as large of an effect heating issues as hardware.  That being said computers can often be kept cooler by minimizing the functions performed by the processor.  Having less programs open at a time will keep your computer cooler.  Also close unnecessary background functions on your computer, as these also tax the processor.

No, you can't. Cooling is determined by the hardware. I suggest a laptop cooler that you can set the laptop on top of if you feel like your MacBook is running hot.
