I am downloading free ebooks for Kindle on PC and clicking on buy for Kindle Price: $0.00 includes free international wireless delivery via Amazon Whispernet, the payment information page is coming up to pay.

What is the problem? If the book is free, why is it asking for payment?

Unless it asks you to pay an amount, there's no problem. Amazon uses that information to see who's downloading books, and how often they 'sell', which affects the number of free books they offer, and which titles. It may also be used for suggesting books to you, based on prior purchases.
