It mostly depends on the software.The list of installed programs is fetched from the registry. If the installer created a name longer than 60 characters the "Uninstall a program" option won't be able to read it.http://support.microsoft.com/kb/247515Some programs may simply not create such a key and only put an uninstall option into the Start menu or maybe only via the uninstaller within the application folder.The latter one being what I suggest you to look for: Navigate into the folder where the software is installed in and look for a "uninstall.exe" or "remove.exe" or similar.Tools like CCleaner, Revo Uninstaller etc. might also prove helpful to get rid of certain software not listed in the Software control panel.
