Are Chrome apps automatically updated or manually?

What is the role of Chrome Apps Manager in updating and use of apps offline? Can Chrome apps replace the need for downloading basic third party Windows software ( like from Cnet, Download, Softonic, etc...)?

Regarding second part of your question,it depends upon the taste and level of productivity you would like to have with the small software or extensions(in case of chrome) you would like to have.Although, the extensions are becoming much more capable but they do have the disadvantage of more RAM consumption being bundled with Chrome(you know well how much it consumes).
