Are there apps which can tell if the laptop battery is getting worn and/or start to suffer from bloating?

What brand is your laptop? Have you tried running battery tests using the laptop's support bloatware? They may be able to diagnose the battery and give recommended actions as well. If that doesn't work, a very simple app that I use is Battery Eater. Just like BatteryMon, it displays design capacity, full charge capacity and current capacity. There is also a battery stress test using OpenGL which estimates the battery life by calculating how fast the battery power is being used up as the rendering process continues to run. Problem is that it is very, very outdated. The last stable release, 2.70, was dated Nov 2006, compared to Mar 2013 on BatteryMon. These battery apps generally won't alert you for poor battery performance, but as a general rule, if your battery drops below 25-50% capacity, it's time to replace the battery.

Battery Bar, as I mentioned in a response to your other question, does about the same as to l the suggestions Hovsep mentions. Monitor the voltage, battery wear, and life expectancy for any fluctuations (after the initial time period it takes for the software to get proper readings, usually within 3 days to a week). Otherwise, remove and physically check the battery for anything abnormal.

For which mobile OS? Apps are there to tell battery power drainage, but I doubt if any app is there to tell if the physical dimension of the battery is changing.WP8.1 is coming with a battery app builtin as a new feature.
