Are the Xbox One and the Playstation 4 IP locked?

Hey everybody I have a question: Is the Xbox One IP locked (or region locked)?

I live in Romania and even though Microsoft didn’t launch the One in my country, suppliers still sell them. All the games they sell are also from the UK. If I make a UK account will I be able to play downloaded games and DLC from UK, or will I be prohibited due to my IP?

I also have the same question for the Playstation 4. Thanks in advance!

    You can use Xbox one hardware as it's not region locked.But the digital games and DLC are region locked.

    PS4 games and content are also region locked.You can get a good explanation from the forum user -

    If you buy a game from Territory X, all the additional content that you'll buy for it is required to be bought from the market belonging to the same territory. Almost all games have different product codes assigned, one for each territory the game will be distributed on. If the product code of the disc doesn’t match the one of the additional content, the additional content won’t be available after starting the game

    However, be careful when visiting the PS Store from within the game. From within the game, no matter what territory the game was released on, if you visit the PS Store, you’ll always be redirected on the USA store if the PSN account if from USA, France store if the PSN account is from France, Japanese store if the PSN account is from Japan, etc. (you’ll always end up on the PS Store market from the same territory the PSN account was created on)

    A solution for you to enjoy the content you paid for would be to find someone that has the version released in Europe (eventually hasn’t bought any additional content yet) and try to switch games with him. Using the version released in Europe you’ll have all the additional content you already bought available in-game

    I personally have two PSN accounts, one created on USA Territory & one on UK Territory. When I want to buy additional content for a game released in USA I’m using the USA PSN account & when I want to buy additional content for a game released in Europe I’m using the UK PSN account."

    I think it will not work with your IP but somehow will scan your Xbox ON to get the country so regardless of you account changing it will not download it! if the game is region blocked!

    The original Xbox as well as the Xbox 360 are region-locked, although it is up to the publisher if a game is region-free or not. A number of games are region-free and will play on a unit from any region. Digital content through Xbox Live are also region-locked, such as DLC, movies, and apps.

    The Xbox One, was initially planned to have a region blocking policy that would have prevented its use outside its region in an effort to curb parallel importing. However, Microsoft later reversed the policy and the final retail version of the console was not region-locked.
