Why does Skype stop other programs from using the Internet?

I use a PC. My Internet connection for the last two days has been really problematic. Two days ago my Skype crashed. I restarted my computer. Now after that my Internet connection is really slow. If I want to open a page (I use Chrome but I tried Opera and IE too) it keeps on loading and loading but nothing happens. Not even an error from Chrome saying not connected or something. After probably 15 minutes it says ERROR UNABLE TO LOAD.
If I restart my computer my internet starts working fine. I restart my computer at least 5 times a day.
I have also noticed my Internet connection works till I use Skype. The moment I log in my connections slows and stops and the above problem arises.  If i don’t log in, nothing happens. Internet works fine. But when I log in, it stops but I can use Skype. I can even IM my friends on Skype. It slows down after some time though. I re-installed Skype but the problem persists. Is it a fault at the ISP’s end? I am confused.

    Skype often uses too many resources on computers, including CPU cycles and network bandwidth. By all means try Hovseps suggestions, but I would suggest that until you sort out your internet connection problem, you avoid using Skype.

    uninstall skype, clean your windows with ccleaner, reboot ceck your internet connection then reinstall skype
