Which devices other than mobile phone can tether internet from sim-card to wi-fi enabled devices?

The ebay link which you mentioned seem to tell readers for transferring data like contacts from sim to phone
Please tell , do the readers also tether internet from sim card and that too , as wifi hotspot ( because the sim card readers on link are seen as usb modem to plug in for transferring contacts data to computer )

As far as I have seen,whenever you insert a SIM into a new device,it automatically receives internet settings from the carrier which you need to save it.Usually,you can do is to insert the SIM into mobile phone and note it.Else,you can call customer care for settings.
The below article(start reading from configuring part) can give you a rough idea about setting up 3G dongle in a router.

Generally,if you buy a reputed or good SIM reader,then it also comes with a software which allows you to secure configure and do everything that is intended by users.
If you can name the brand of the reader,then I can answer more specifically.

Usually,SIM card readers are like normal card readers.You might have seen some of them which can even read SD cards in addition to SIM cards.
If you have seen the top listings,some of them comes with installation CD and usually,Dekart's one is one that integrates and works with low level of hardware which ensures that it can work with any SIM management software.Dekart also allows you to buy only its reader and not the software,which like every other software only manages contacts.

Whenever you use a router which has facility to provide internet via wired and USB dongle,it prefers wired ones first.Then in the case if the wired one gets disconnected,a fallback feature comes to play in which the router checks for connectivity in USB dongle after regular 30 mins of interval.
Regarding configuration,if you choose a router of reputed brand,then you can configure the 3G dongle without much hassle as some has the ability to automatically connect it.Usually,they have web based configuration.

It supports many dongles and has ability to plug and play i.e. configuration is done automatically by the router.It doesn't requires CD to configure internet.
This router requires one to go to web based configuration page and set it up manually under 3G section.
In short,you can assume that as the router is priced so its the ability of ease of configuration depends.

When for the first time a device tries to connect for wifi to tethering device,it's asked to input password provided by the mifi hotspot device.So,it's password protected connection.
Since,I haven't used such kind of devices and since it works similarly as mobile internet tethering,so you won't need to have to juggle with SIM configurations.
The hotspot device would get heated but not beyond not being able to touch it.

Not photon's own hotspot , but device which can has both sim slot and usb slot for tethering internet , similar to the two devices but addtion of internet dongle

I think you are referring to a device which do have SIM card slot and USB port for dongle support.I couldn't find any such device.

3G (or 4G if relevant) mobile broadband routers. There are many such devices, from well known companies like Netgear as well as "no name" devices. Some of them are very portable (like a mobile phone), and others much bigger and requiring mains power.
Finally, you can also use connect a 3G dongle to a computer and share the internet via that computer.
