An older, but still widely used art community, that allows you to control many different aspects of what you share including copyright and intellectual property rights is DeviantART. http://deviantart.com

Imgur and Minus are both good places to host GIFs. There's a reason Reddit loves both...

Imgur, Tumblr, the off-topic sections of any forums you might be active on.
You can post it anywhere.
Then share the direct links from imgur to maybe Facebook, Twitter and so on.

GIF files can be posted anywhere on the web where you can post pictures or files (e.g. minus.com). The ability to see the animation depends on the viewer (i.e. the web browser), and most, if not all browsers will do so.

if you just want peopel to see it in their web browser you can put it in Dropbox and send/display the link. /Macwitty

i want to make the animated picture to be on my picture profile ex: gmail but gmail cant so what websites r there else?
