Hi there.

I want to know what the best free video chat software is for internal networks that does not require a server. In otherwords does not need internet connection

ha14, he does not want the software to access internet, has to be intranet only solution, can leave the firewall. :( That's why I suggested that such solution may be difficult to find.

This is a cool find, now comes his next query ha14. Is it available on mobile platform too. He mentioned this suddenly, and I voiced the paradoxical situation to him, check above, however this is a user requirement. So is there such a solution?

Kinda contradictory, because though smartphones support WiFi, but all the communication apps would be internet enabled because of the nature of mobile platform. So, only for internal networks would be difficult probably for mobile platform. Maybe, others may contribute which I may not be aware of.

Unfortunately, there is not a lot of selection out there for you, but here is what I was able to dig up (please not that I was unable to test these out):
http://www.ssuitesoft.com/instantvideolanchat.htm. This one looks ok but not quite sure if it supports "internetless" chatting.
http://www.tecupdater.com/2013/01/make-free-lan-video-call-without-using.html. This (to me) looks a bit shady, but again I am unable to test it out...

The more popular chatting apps such as Pidgin and Trillian, are still working on a/v capabilities over LAN (bonjour) so theses won't help

You will need to use the internet or a WiFi in order to send or receive a signal.
