I am looking for best video editing software which can edit videos of different format and combine the edited videos to one clip and it should have control over the resolution.

There is a dozen good video editors. From $40 and higher. I recommend Sony Movie Studio.
Here is a good selection of consumer video editors: http://vegasaur.com/video-editing-software

Any of the major video editors like Premiere Pro (which I use) and Final Cut have the ability.

If I was doing it myself, to make life easy I would use Adobe's Media Converter to convert all the videos to a single frame rate and format at whatever resolution they are currently at. Then I would import all the videos into a project set to the resolution you want the final video to be and edit them as you normally would, cropping the clips to fit as you want. Finally I would export the finished project as a movie with the settings I wanted.
