I asked this question because Skype video works even with Micromax A100 which is ICS Android.
Few months back, I had read that Skype announced compatibility with specific device models for video compatibility.

Though one would think that a device with a camera (front facing) and Android 4.0 that Skype should work with it. There is more to it than that. Drivers and processor compatibility (CPU and GPU) has a lot to do with it, too. If the CPU and/or GPU are older versions or cannot process the Skype software properly, then it won't run properly, if at all. With so many different types of devices, screen resolutions, processor types, camera types, and different drivers, there is always going to be some devices that can't handle it. As stated by another commenter, the Play Store will tell you if your device its compatible or not, but there is the slight chance that it may slip through and you can download it, but your device may not handle it properly.

What level ( units ) of CPU and/or GPU , would be compatible with Skype software?
It should work with most 4.0 phones. No guarantees though.
when you go to the google play store and look up any app, it will tell you if your device is compatible or not.
It has been noticed that it is compatible with most devices, but Skype has not certified many of the most devices which display compatibility on Play Store
Can you tell, which criteriae are taken into account to certify a device? - is it vendor specific(Samsung,Motorola,HTC..) or does it depend on "hardware/drivers/OS advancement irrespective of manufacturer"
also it is avaliable for HTC Evo 3D, HTC Evo 4G and of course samsung galaxy sIII
