What’s the best PC software for making soundtracks?

How to make my own sound tracks using PC software only, and I’d like tips on the best  software that can do this. It can be free, or paid, I’d like to know about both.

    go to start >> run >> type >>sndrec32.
    you have inbuilt recording option in windows ,
    or use  movie maker.

    or you can use these free software, don't pay.
