Verizon has offered me an internet plan of 2 gigabytes per month for $25. Is that okay? And what would a Time Warner or similar company offer? Also Verizon says it would be at 4G speed. What does that mean to me?

As for the speed it means that if your modem or phone supports it and the network is available at the destined location you will get 4G connectivity.
For example (4G) LTE connection [in real world tests] has download speeds of 30-40Mbps (3.75-5MB/s) and a latency of ~20ms.
In comparison 3G usually is around 4Mbps (0.5MB/s) and has four to eight times the latency.
