Why does Microsoft Outlook sometimes become unresponsive?

Outlook will load but infrequently become unresponsive (ie the screen locks and I need to use Task Manager to restart Outlook). It will start but immediately become unresponsive again. Sometimes I have to restart in Safe mode to load Outlook, once loaded I restart normally which seems to make it work again.

    This is most frequently seen with misbehaving add-ins.  You can start Outlook 2003/2007 without the add-ins by using the following command in the Run box (Win+R): outlook.exe /noextensions
