Is there a website or program that lets you learn programming easily for Windows?

That would depend on what language you want to learn. There are a myriad of languages in which development is possible under Windows. Have you tried scoping for the ones which you feel you'd be good at?

I would recommend first starting out with a history of programming and programming languages, and then deciding upon the kind of language you'd like to learn. Once you are decided, you could check out one of our many programming related posts to help you get started. Check out the link below.

Mariomaster100, soem specifics as to what you want to be able to do could certainly be helpful. I'd say, if we understand what you mean, that starting with Visual Studio could be a good option:
The truth is, programming is like learning any language. There is no such thing as learning how to do it easily. It requires time and dedication to ;earn to be able to do anything that is worth doing.
The tutorials and videos above could help you start.

For HTML, w3schools has a good starting tutorial.

Like Jack said, we could give you more pointers if you could offer a few more details on what you want to program/code.

Your question is very broad. There are hundreds of different program languages - which one do you want to learn?

You have web based languages such as CSS/ HTML, ASP.NET, PHP, Ruby on Rails, JavaScript
Then you have other languages such as Python, C++, Java etc.

What do you want to archive (or program)?

Once you know that, you can go to sites (or Google) for help. As with programs, there are many. All you really need is Notepad and you can write away. But programs such as Visual Studio is good for web based program or Eclipse for Java and others.
