Is Adobe’s Flash Player available by default on Windows Phone 8? The phone in question is Nokia Lumia 720.

Unfortunately there is no native way to playback Flash videos on Windows Phone, and there is no way to enjoy Flash games.
I've been using Windows Phone since 2010 and hoped that with Windows Phone 8's release in 2012 that there may be a refreshed approach to Flash, but it seems that Microsoft just isn't interested.
It is worth noting that although Adobe has effectively killed Flash player on Android, Microsoft was keen to have Flash player on Windows 8. Windows Phone 8 and Windows 8 are very closely related so it wouldn't be a complete surprise to see Flash on Windows Phone 8 - the problem is, there doesn't seem to be much demand for it. Adobe has stopped developing Flash Player for mobile devices and there is no official release for Windows Phone.

Our future work with Flash on mobile devices will be focused on enabling Flash developers to package native apps with Adobe AIR for all the major app stores. We will no longer continue to develop Flash Player in the browser to work with new mobile device configurations (chipset, browser, OS version, etc.) following the upcoming release of Flash Player 11.1 for Android and BlackBerry PlayBook.

it should be inbuilt, you can try to go to adobe with your mobile phone and check there ?
Like for android there are apks customly downloadable to install flash player so is there workaround for installing flash player on WP8 too?

i dont know if it exist something to download from somewhere, even you find something perhaps will not work on the windows mobile 8 phone, because it is not updated for this platform
