Depends on where you are in India.

Airtel is good for pings but has a bad fair usage policy. You get 2 or 4 Mbps and above speeds depending on your plan for limited data like 10GB or 35GB and then you are brought down to 256 kbps. All these plans are fairly expensive too.

If you are in Mumbai or Delhi, MTNL is a good bet. It has good unlimited (without fair usage policy) plans as well. But service is erratic. In most areas, you get good service but in some places it may not be as good.

BSNL is available everywhere except Mumbai and Delhi. Plans are good, but slightly expensive. Both MTNL and BSNL have average pings. Avoid if you are a gamer. Go for them if you just don't want any data caps.

In Hyderabad, you have Beam Fiber, which gives you phenomenal speeds at low prices. 10 Mbps upto 50Gb for Rs 1,000 ($20) per month and post 50Gb you get 4 Mbps. All plans are like this. But it is not available outside Hyderabad.

Another good bet is the local cable TV operator. Offers cheaper plans than MTNL and BSNL but service may or may not be good. Ask around as there are many of these and their only advertising is through word of mouth.

TL;DR: MTNL/BSNL are cheap and good. Get Airtel only if you are looking for good pings. Look for local cable TV operators doubling up as ISPs, you might find cheap and stable internet.

Airtel is the best, not available everywhere and a little pricey.
    Second is BSNL

No ISP is perfect if you see in India. If you want a good internet connection at your home, office, its necessary to check what ISPs are available in your locale, their quality of customer service in case of internet downtime, amount of data cap, cost and speed.

But the most important factor is quality customer service as you cannot have happy internet usage without it and there's no one who can guarantee internet to be connected always.
