When I attach a large image, let’s say 1.3 MB, to an eMail, the image is automatically re-sized down to 23 KB? Any ideas on how this happens?
System: Mac OSX 10.6.4
Software: Mac Mail and Photoshop Elements

You can also try resetting the option mentioned by Bakari through Terminal:
- quit Apple Mail
- backup the file "com.apple.mail.plist" from ~/Library/Preferences
- open Terminal and type:
defaults delete com.apple.mail MaxImageSize
After you hit you can close Terminal and open up Mail. Now (at least) Apple Mail shouldn't resize your images anymore

Not sure why that happens, but after add the attachment, there’s an Image Size button on the button-right of the message window where you can change the size back to the actual original size, or to small, medium, or large.
