How do I know whether a place is StreetView enabled on Google Maps? How do I then access the feature?

And what is difference between Google Maps and Google Earth?

When you click on the street in Google Maps (in a desktop web browser), locations that are available in StreetView are highlighted in blue. You will notice in many big cities that only the major streets are highlighted and many of the narrow side streets and alleys are not highlighted in blue. Give it a try!

The link does not show India inclusive in street view.
Is Nokia Live sight same as street view is to Google maps?

      No,both are different.

Nokia Live sight works only with Nokia Lumias and they only act as an augmented reality app which shows the name of the place to which the phone's camera points to.

After traffic is enabled on nokia maps how to view traffic? Does it show as colored lines as in Google maps?

Traffic availability is subject to how users send their traffic data when it was launched.I don't own a Lumia or Nokia device,so can't say much about it.

Only,I can say that it definitely shows coloured roads and due to the app currently in beta,it's not available.

You would need to have the latest version v 3.1 to see it as mentioned by Nokia conversations -

      Where is traffic information?

While we are still polishing Nokia Drive to introduce My Commute also on Windows Phone 8, you can see traffic alerts and incidents on Nokia Maps by activating the corresponding map style. In the latest Nokia Maps release we have also particularly improved the display of such information, make sure you have the latest version! (v 3.1).

As far as I know there is no easy way to check availability of StreetView. To test the availability and access it you drag the orange person icon onto the map and then zoom in.

The best way to put it is that Google Earth is the power version of Google Maps. It offers a better experience, it's faster and has a lot more features.

Google Earth is 3D based wherein Google Maps is 2D based. However, StreetView is only available at Google Maps.
