I'd say back up the important stuff and reinstall, simple as that... Should work. Never heard of this problem before! If not I would imagine the repair would do the job!
If Jan's suggestion did not work, try Windows Repair (All-in-One): http://www.tweaking.com/content/page/windows_repair_all_in_one.html. It should find many Windows issues and try to repair them.
perhaps to do factory reset, check your manual
I would try deselecting them within the Windows Features then reboot and re-enabling. This usually works if one of the features has minor issues.
Depending on what you've done in the meantime you could head into system restore and revert to a point before you've deleted them.
