Well to be Honest you can't create a perfect website without a dime. But you can create a blog using services like http://www.blogger.com , http://www.weebly.com , http://www.tumblr.com , etc..
But you wont get the domain name as you wish. That means if you want to create a website named Funnyimage.com for free , then you get name like funnyimages.blogspot.com or funnyimages.weebly.com or funnyimages.tumblr.com
