How can I build an intranet for file sharing?

I have been asked to create an intranet that will allow for users to access it, display a process flow chart of internal operations. If a user clicks on any of the flow chart buttons, it needs to link to another page with more detail. At the end of that detail the buttons will provide a file link on which they can click to load the specific form they are looking for.

They would also like to have a newsletter on the home page and some additional buttons to link to H&S registers that we internally have on a Windows server.

Any suggestions as to what programs to use and where to start?

If you are an homogenous Windows shop, you can simply set up IIS and create your intranet web site there. The additional technologies you use will depend more on the skills you (or others) have for web development (ASP.NET, etc).

If you are worried about funding the project (Windows server licensees, etc), you could always set up an LAMP (or LAPP) server and use Apache and PHP for the same function.

As always, the best way to go about doing something like this depends more on what skills the participants already possess, what skills they are willing to acquire (and it is reasonable for them to acquire), the funding for the project, the availability of resources (hardware, software, and personnel), and the current network configuration.
