You can always have newly connected users be directed to a landing page.
Setup a chillispot (plenty of wiki available on chillispots and chillispot providers "CSP")
    configure through CSP.
Not only can you have the landing page you desire, you can also regulate what your clients are doing. maybe even charge (if you want)

If you're just wanting the local network to have access to what you're hosting, you could use a server bundle such as XAMPP.
It's cross-platform, easy to setup, and easy to use. Once it's installed and the security is setup, you can put your site into the htdocs directory and have it available to the local network. All they would have to do is put your computer's name into the address bar as "http://{computername}/" with no www or .com.
