Finally I bought Dell S2240L IPS monitor & I believe that big is always beautiful.
Initially I connected it using a VGA Cable. With this I got full image of 21.5″ screen size. But after connecting with DVI to HDMI convertor. I am getting a small sized 20″ screen. What is the reason?
Have you tried using another converter? Based on what you've written here, it seems the problems are limited to using the converter. Maybe try another?

The problem is with your graphic's card configuration, either with scaling or resolution. Go to your ATI or Nvidia Control Panel and adjust your the settings there.

Problem is not VGA / Problem is with HDMI
Using VGA cable I am gating full 22" 0r 21.5" as standard Size. Problem accrued when I use VDI to HDMI converter and connect with HDMI cable (ATI Redion HD 4300/4500 Gragic Card)
Windows 7 Ultimate - service pack 1
screen resolution 1920x1080 recommended (higest dell S2240L)

I did not say that your problem was with VGA. Did you try what I asked or no?
In Control Panel I find ATI graphic’s card but i did't find any configuration or adjustment settings there.
How to access ATI Control Panel ?
