How do I friend someone who only has a subscribe button?

Is this a setting I need to change or him? Thanks!

    This is FB privacy setting if someone don't want any friend request. You need send message to that person that you want to be friend. So that person can send you the friend request.

    usually it happens when you don't have any mutual friends with that very person. to reduce friend request high profile persons especially celebrities do so. the best way is to find a possible mutual friend (you can't see if s/he hides friend list) and add him. then you can add your desired person.
    another reason is he or she may has too many pending friend requests. so you are only let to get his updates.

    You can also send message to that person that you would like to be a friend.

    Its not you. Its him.
    Either he needs to change his setting or you can add him if you two have a mutual friend.

    You would need to find and friend someone else who has friended your target or your target would need to change their privacy settings to allow Everyone to friend them.

      Can you expand on the steps to change the privacy to "Everyone" being able to friend him?

        Yep, send him a message. If you know the guy he'll friend you back.
