I am using Windows 7 Home Premium (purchased). Does Windows 7 have snipping tool option and if yes, where is it present? I have also search it in the root directory, but its setup is not there?
snipping tools is available in below location
Normally it is installed in all version if windows 7, if still not able to find go to Control Panel -> Default program - > System tools and install it
Start > Run > Type snipping
Start>all programs> accessories >snipping tool
Click the start button, then type "Snipping tool" in the search box just above the start button. You'll get a result with a scissors on an oval shape icon. That is it.

go to start>ALL programs>accessories>snipping tool
start menu > type in "snipping tool". Must be there...but ain't no in mine!
once located drag and drop to start menu, see if it works.
The snipping tool .exe is not present in the root directory system 32. Kindly suggest the solution donot write the same answer.
I fully understand you not wanting people who are trying to help you not to duplicate answers but maybe there's a better way of saying it!

If you cannot find it in the root check this:
Open Turn Windows Features On or Off in the Control Panel and make sure Tablet PC Components is turned on, if it isnt turn it on then logoff and back on again and you should be able to see it now.
