Your phone definitely has access to the Play Store. Google officially listed the EVO as a supported device.
You may be having access issues because Google phased out the Android App Market in favor of their Google Play store. The reason, as some have suggested, is because Google is selling hardware, in addition to apps, books and more and "App Market" sounds like it's limited to software.
Unfortunately, this change necessitated that they remove the Android App Market from all the phones it was previously installed on and wirelessly pushing out the new Google Play market. As with most app installations, there are plenty of bugs. One of the most frequently encountered problems are corrupted/incomplete/damaged downloads of the Google Play app. You can fix this by wiping your cache. However, before doing anything else, I suggest trying to find "Play Store" from your app drawer. If it's in there, it just means they automatically installed the new version of the store.
If it's not there, try going to: settings -> applications -> manage applications.
Then choose the "All" tab from the top of the screen.
Look for "Google Play Store" in this menu. If you can't find it, you will need to attempt a manual installation.
If it's in here, then it's installed on your phone. Just look a little harder in the app drawer.

Try studying independently. The first step is studying the Java programming language, which is underpins Android app development.
Currently, Coursera.com is planning on having a class in Android development sometime soon. It's "to be announced" so I'm assuming in the Fall semester/quarter.

Android Market does not exist anymore. It is named Google Play now.
Are you running a custom ROM by any chance?
The Android Market has since changed to Google Play Store. Look for the Play Store app in your app drawer (list of installed apps).
