How can I edit individual frames of video?

I want to add effects to videos. I can make the effects on still images using GIMP. Is there an easy and free way to edit videos on the frame level?

    Frame by frame? At the moment the only program i've made that successfully is with Photoshop, simply convert the video to MPG with the program of your choice (FormatFactory is a good one) and then import it in Photoshop, you can check out in the GIMP forums (yay! for Open Source Community) if there is a workaround to make that in GIMP

    For avis you can use VirtualDub, but keep in mind that's 30 frames per second for most video. That's a lot of editing

    For mpeg you can use VirtualDubMod

    Windows Movie Maker lets you can stills from videos.

    I use Ulead GIF Animator to break the video down to frames and then I move it into GIMP. I'm pretty sure Ulead GIF Animator is free. If not, just get any Video-to-GIF converter.
