Where can I download free photo designing software?

A software that will help me design my photos like photo frames, backgrounds, text, etc.

    If you're only looking for something basic and easier to work with, I would suggest Paint.net from http://www.getpaint.net

    If you want a Photoshop replacement, The GIMP is a rather good choice from http://www.gimp.org

    Both programs can be extended through scripts and plugins, but GIMP has more available since it's more established from being around longer.

    Paint.net is a great photo/graphics editing software program. Totally free.

    Have you tried going to the open source community? I would suggest taking a look at the slashdot website for what you looking for. The first thing that comes to mind is something like GIMP or Scribus.
