I have a projector and second monitor with VGA in. I want a new laptop with Windows 8 touchscreen, camera, & DVD. Do I have to find one with VGA out? Can I use HDMI to VGA cable? If I need VGA out can you recommend a laptop?

A cable alone will NOT convert digital signal to analog. Unless the laptop has the option to output analog signals through the digital HDMI port, which is extremely rare, I wouldn't even bother wasting time or money on these. Most of the laptops have a VGA port on it. But even if not, then in that case you can find a converter to HDMI or even to S-Video. So there is nothing to worry about it!
You can get HDMI to VGA converters. They cost £5-20 and usually work very well, though I can't guarantee they'll work for you.
