Major desktop improvements include a Start button on the taskbar, a boot-to-desktop option, options to disable the charms hot corners, and SkyDrive (now OneDrive) integrated into File Explorer.

Major "Metro" improvements include entirely new applications and updated applications. The old, busted Windows Store was completely redone. The best new Metro feature is an improved Snap, allowing you to have up to four new-style apps on your screen at one time and resize them to any size you like.

Windows 8.1 is better than Windows 8 in every way. If you're using Windows 8, you should definitely upgrade to 8.1 since it's free.
