Top Developer means the developer with the most votes etc. Editor Picks are as it says the apps that the editor thinks is worth mentioning and Popular apps usually are determined by the number of downloads.

These are just tags. They simply indicate measures of popularity in those categories and do not mean that the apps are better coded or more reliable than others (although it stands to reason that very popular apps are reasonably well coded).
