You can use any of the movie makers available in the market.Just import the mp3 and jpg file,lay it in the timeline and then export the video file.That's it.You've done.

Since you are using windows the easiest thing would be to user windows movie maker. Or you could use a different software. One I found easy and free (Demo) is Called photostage slideshow producer. You can find a tutorial video here.

You could use something like Windows Movie Maker which simplifies video editing and comes with all versions of Windows (from what I can remember). Import the MP3, lay it into the timeline and then add your photo for the entire duration of your MP3.
I can't remember the exact specifics of doing this as I am currently not using a Windows PC, but it's fairly straightforward from what I remember.
