I am trying to open an iPages file on a PC.
The answer is found at http://www.chasebrook.com/2010/09/21/how-to-convert-pages-to-text-or-word. I was surprised to find that it works!! It doesn't covert the file but allows you to see the contents in a PDF and a JPG.
There is no program calle iPages; the name is Pages.
If you want to open a Pages file on a PC, you will need to export the file from it's original format to one that a PC can deal with. From the File>Export… menu in Pages, you can choose one of several formats: PDF, Word, RTF, or Plain Text.
After you export to one of those, you can move that file to the PC and open it there.
Sadly I don't know of any software for the PC that can open or convert Pages files without layout in tact. You're going to need access to a Mac with Pages to make the conversion. From Pages you can save to a variety of file formats, though the layout might be a little odd.

It claims to convert pages to .txt, though I've no idea how well it will work out.
