Remote access apps may allow you to use the voice input from your Android device in order type into documents on your computer. Unified Remote should work: http://www.unifiedremote.com/. Others may be GPP Remote Viewer, SplashTop, Team Viewer, etc.

Thanks. Please note that the google page is for shortcuts when mic icon is in web boxes. But query is how to get mic icon in webboxes? and not any mic icon but Google's own Voice-to-Text ( as in Android keyboard )
Reason is that Google voice to text is accurate and can be relatively relied for transliteration than dotcoms having chrome plugins for voice to text mic icons enabling on web boxes
