Uninstall using third party software like Iobit Uninstaller. Do not restart your computer until it's clear all registries from your PC. (eg. Using powerful scan Iobit unistaller)

Is the extension re-installing itself in your browser after you uninstall it normally through the Control Panel?

Is there a problem in removing it the usual way (Control panel=>Uninstall a Program, highlight Internet Download Manager in the list and click "uninstall")?

I would give you a simple manual solution,
1 - Go to Task Manager
2 - Find IDM service running
3 - Stop the Service
4 - Uninstall the Program
5 - Go to C://IDM Folder
6 - delete the folder if exists
You are done, You may also clean up your Temp files through disk cleanup
