I have a Macbook Pro with a portable broadband card, is there any way to use the connection from my laptop to access WiFi on my Android?
The mobile broadband, I'm assuming is a USB connected device. I'm almost sure that if you create a network on your mac and allow sharing internet connection in the sharing prefs, internet should be made available on your android or any other wifi device.
Turn the internet sharing on in system pref. If you use password protection make sure to use right number of characters – Airport alternative
There's a little program called connectifyme http://www.connectify.me/ it'll guide you while you're setting up your wifi hotspot.

Yes turn on internet sharing in system prefs. Then create a new wifi network by clicking on the wireless icon in your menubar and clicking create network
goto network prefs and share internet connection over airport (or wifi in new OSes)
