How do I boot an iPad Mini that appears to be locked up?

When turned on the display shows the last email and inbox list. The only thing that works is the on/off button.

I hear sounds registering the receipt of emails, but I can’t reach any of the applications. The screen’s “touch” functionality appears dead.

    I agree with Jan's suggestions. Personally, I would start with a long press of the button at the top and shut down the iPad. Apart from solving the immediate problem, this should give you a freshly rebooted iPad which will probably run a little more smoothly than before.

    If you are running iOS6 then you can try holding the home button for 6 seconds. This should force the email app to close. For iOS7 there is no such option, instead you can only double-click the home button and then swipe the stuck application to the top to close it.

    If that doesn't work try holding the sleep/wake button at the top for a few seconds. If iOS is still responding you should get the red power off slider. Use it to power off your device, wait a few second and turn it back on by holding the sleep/wake button until the Apple logo appears.

    Another option is to hold the sleep/wake button plus the home button until the device restarts automatically.

    Last but not least keep it on until the battery runs out. Once it is "dead" charge it up and see if it works again.

    If all fails you will have to connect the device to your computer, open up iTunes and restore it. Make sure you have a backup of the files either on the computer or in the iCloud prior to restoring it.
    Once your iPhone shows up within iTunes you can manually create a backup using the "Back Up now" button.
