Quick sugggestion: Stop using internet explorer 8, because it is both out of date and standards no-compliant. http://getfirefox.com or http://www.google.com/chrome for a better alternative.

    above suggestion should work,
also check if you have moved or resized the toolbar in a way that it is not visible anymore.
then unlock it from view menu > toolbars.
or select it from the list.

if all this does not work
    download and install it again,

Hello, have you check in the manage add-on of explorer?

    -- open internet explorer
    -- click on Tools
    -- click on internet options
-- click on the programs tab
-- click on manage add ons
-- click on Toolbars and extensions
    -- is your toolbar there?
-- if it is disable, enable it

You could also check to see if your toolbar is hidden and unhide it

    -- open internet explorer
    -- click on view
    -- select Toolbars
    -- uncheck lock toolbars
-- make sure that your bing toolbar is checked
    -- check lock toolbars
    -- restart explorer

Let us know if it helps....
