Which is best between Android Smartphone and Windows Smartphone (7 & 8) ?

Great choice!!! Lumia 630 got released in India around 6 days back and Lumia 930 is expected to release in June. Check if released in your country or not.
If you care for better user experience than apps and games,then Windows phone is better especially,the Lumia low end ones is considered value for money.
You must wait for latest phones as manufacturers will release phone running under OS version 8.1 which is much better than versions 7.x and 8.
Android is preferable for it customization,apps and games.So,if you bother for it then you would never be happy with Windows phone.
well you can sync better windows phone with windows desktop if it matters for you

I used to earlier used a Android JellyBean Phone and now use a WP8 Lumia phone. From my personal experience I can say, that my experience with the Windows Phone has been much more delighful and way better. Also with Windows Phone OS 8.1 getting launched in a few days time, if you are buying a new phone, I would highly recommend you to wait for the Microsoft Nokia Lumia new phones with WP8.1 . They would be astonishingly wonderful. Checkout the models Lumia 630, Lumia 630 with dual sim, Lumia 635 and Lumia 930. all the models cater to varios price spectrum from budget phone to high end. If you really have the money to spare, gor For the brilliant Lumia 1520 with WP8 now and you will receive a OTA upate to WP 8.1 when available.
The only argument I hear against Windows Phone is the number of apps available in it ecosystem. Believe me in this, that all the important apps developer are present and all the important apps you ned are available. 75% of the numbers of Android apps in Google Play Store are useless or malicious probably.
Go for a Lumia Windows Phone 8,1 when it get available by end May or June, and you will not repent your decision.
I think the concensus would be that Android phones are better, but that's not necessarily for technical reasons. At the moment there simply aren't that many apps availalble for Windows Phones. However, it really depends on what you want from the phone. Windows phones have lower hardware requirements, so phones like the Lumia 520 or 625 offer very good value for money, and as long as you are happy with the apps provided (or the ones available at the MS App Store), they may be a better option for you.
