   Word of the wise...To set up a DM for new followers, SocialOomph does not do this for free.

   Hi, you can setup the auto welcome message or direct message to a follower in twitter by using http://socialoomph.com

   The easiest way is to use a third party app like SocialOomph. It was earlier known as Tweetlater. It has a free and a paid account.
