I cannot seem to put up a cover photo for my new timeline piece. I published it without a photo, figuring I would be able to just add the photo at a later date. Everyone I’ve seen so far who has the timeline put the picture up before publishing. but of course I didn’t.
Anyone else having this issue? The picture simply just will not upload at all!! Driving me nuts!

I made a new facebook last week and there doesn't appear to be an add cover button like there was on my old facebook. Has anyone had this problem or can anyone give me any advice?
If the new account still has the old appearance instead of timeline, you won't see the Add Cover button. In that case, just click on your name in the upper-right corner. That should bring you to the timeline view and you will see the button there.

Go to your Facebook profile. Click on the 'Add a Cover' button. A notice will show up advising you of restrictions on covers. Click on the OK button. Select a photo you have previously uploaded or upload a new photo. Job done.

I tested your situation, and the cover photo got uploaded in seconds.
may be it failed because of temporary errors we see while uploading pics on fb.
you have the option if choosing a photo from your existing uploaded photos from your albums.
If you want to upload a new one,
clean your browser. delete cookies and cache etc.
restart your pc and try again.
or simply try after some time.
