Which Android app can notify you when your sent email has been opened? For example, Signals app is a chrome extension , but not an Android app.

None. Email has no universal built-in mechanism for sending a read receipt (although many email systems do have such a feature). The only universal way to find out if a message sent to
any
system has been read is to embed a specially coded graphic in HTML-formatted email, and check that the graphic has been requested. This is what bulk email/email marketing services do, and even that is not foolproof (the recipient may only read the plain text version of the mail, they may block remote graphics etc). For an app to do this, it would either need to be a complete client incorporating this feature, or work with a service such as described above (which is by no means a "normal" way of sending emails).
