Using more ammonia than bleach probably wouldnt create that much chlorine gas to be fair… 2 parts ammonia to 1 part bleach is likely to produce somehting a lot more volatile and explosive, as the chemical reactions that take palce form some of the active parts in rocket fuel. Chlorine gas is made in abundance when you have more bleach than ammonia… Not the other way round
